釜石市役所では、新型コロナウイルスの4かいめのワクチンの準備をすすめています。しかしみんながワクチンを うつわけでは ありません。きめられた人だけが ワクチンを うつことが できます。

Additional Coronavirus Vaccine (4th dose)

Various PDFs have been added, and an additional explanation of the “Duty to make an effort” (Doryoku Gimu”) has also been added (June 20th, 2022).
The government has decided to limit the number of subjects to the fourth dose of COVID-19 vaccines with the aim of preventing further spread of COVID-19.
In response to this, the city plans to proceed with the shipping of vaccine vouchers etc. for each eligible person as follows.

Eligibility
If 5 months have passed since your 3rd vaccine dose and you are.....
- 60 years or older
- Between the ages of 18 and 59 and have an underlying condition
- Recognized by a doctor as being at high risk of worsening symptoms and/or health if you catch COVID-19.
*People between the ages of 18 and 59 who have an underlying condition or who are at risk of getting severe symptoms due to COVID-19 are not subject to “duty to make an effort” (Doryoku Gimu).
Regarding the “Duty to Make an Effort” (Doryoku Gimu)
In Japan, the act of taking the vaccine was positioned as a provision of the Immunization Law called “Doryoku Gimu” (努力義務), meaning “people have a duty to make an effort.” The "Doryoku Gimu" is also applied to the first, second, and third doses of the COVID-19 vaccine (for ages 12 and older), as well as the vaccinations that children receive, such as the quadruple vaccine and measles vaccine. This “duty to make an effort” is different than obligation, and vaccines are not compulsory. Please carefully consider the advantages and disadvantages and decide whether or not to get vaccinated with your doctor.
For the 4th dose of vaccines, they are deeming people 60 years old and up to still have a duty to make an effort to get vaccinated. However, people between the ages of 18 and 59 with underlying conditions or at high risk of serious illness is exempt as stipulated in Article 9 of the Immunization Law.

Vaccination Vouchers
Tickets for a 4th vaccine will be sent out starting in late June in order of the dates that 3rd vaccines were taken.
Vaccination Location
Generally, the location will be the same as your 3rd vaccine location.
Making an Appointment
We will mail the vaccination voucher by specifying the place and date of your 4th dose.
You do not need to make an appointment via the phone, but if you need to change the designated time or do not want to get a 4th dose of the vaccine, please have your vaccination ticket ready and be sure to contact the City Reservation Call Center.
* Some medical institutions may accept appointments at their own institution and may contact eligible people separately to do so.

Vaccination Period

People recognized by a doctor as having a high risk of worsening symptoms if they catch COVID-19.
Vaccination Vouchers
Notifying the city is required. Please call the Kamaishi City New Coronavirus Vaccination Promotion Center and apply. We are accepting applications from July 28th until August 10th.
Vaccination Location
Generally, the location will be the same as your 3rd vaccine location.

If you are 18 to 59 years old with an underlying illness and have not notified the city that you have an underlying illness at the time of the first or second vaccination (around August 2021), it is necessary to notify the city before you can make an appointment for your 4th dose.
How to Apply
Please call the Kamaishi City New Coronavirus Vaccination Promotion Center to apply. At that time, please tell us the applicable diseases from the below list ①～⑯.

Details of Notifications of Basic Diseases
If you are between the ages of 18 and 59 and you have one of the following diseases listed in ① until ⑭ and have been hospitalized or are regularly visiting a hospital for the following illnesses
①Chronic respiratory disease
②Chronic heart disease (including hypertension)
③ Chronic kidney disease
④ Chronic liver disease (e.g. cirrhosis)
⑤ Diabetes being treated with insulin or oral medication or diabetes concurrent with other diseases
⑥ Blood diseases (except iron deficiency anemia)
⑦ Diseases that reduce the function of the immune system (including malignant tumors undergoing treatment or palliative care)
⑧ Receiving treatment that reduces the function of the immune system, such as steroids
⑨ Neurological or neuromuscular diseases associated with immune abnormalities
⑩ Decreased bodily functions (e.g., breathing problems) due to neurological or neuromuscular diseases
⑪ Chromosomal abnormalities
⑫ Severe mental and physical disabilities (where severe physical and intellectural disabilities overlap).
⑬ Sleep apnea syndrome
⑭ Severe mental disorder (hospitalized for treatment of mental disorder, or holding a “Seishin Shogaisha Techo” or Mental Disability Handbook (*1), or falling under "severe and continuous" for services and supports for persons with disabilities (outpatient mental health care)) or intellectual disability (holding a “Ryoiku Techo” or Rehabilitation Certificate (*1))
(*1) Persons with sever intellectual disabilities who hold the Mental Disability Handbook fall under the category of those with an underlying medical condition even if they have not been hospitalized or visited a hospital.
⑮ Age 18 or older but under 60 years old with a BMI of 30 or more [weight kg ÷ [(height m) x (height m)]].
⑯ At least 18 years old and less than 60 years old, but recognized by a physician as having a high risk of serious illness in case of new-type coronavirus infection
Vaccine Used
- Regardless of the type of vaccine used for the 1st, 2nd, and 3rd vaccinations, it is appropriate to use the mRNA vaccine (Pfizer vaccine or Takeda / Moderna vaccine).
- The Pfizer vaccine will be given in the same amount as the first, second and third doses.

Vaccination Site
The additional vaccination (4th dose) can be done by “individual vaccination” at medical institutions or "mass vaccination” at the AEON TOWN Kamaishi venue.
